EnvironmentConfiguration.allowUnsupportedNodeVersion property

This API is provided as a preview for developers and may change based on feedback that we receive. Do not use this API in a production environment.

If this environment variable is set to "1", the Node.js version check will print a warning instead of causing a hard error if the environment's Node.js version doesn't match the version specifier in rush.json's "nodeSupportedVersionRange" property.
